Child Safety Standards

Pigeon has zero tolerance for child sexual abuse and exploitation (CSAE). This page describes the standards, prevention measures, and response procedures Pigeon follows to keep children safe across the service.

1. Zero-tolerance policy

Pigeon strictly prohibits child sexual abuse material (CSAM), the sexual exploitation of minors, grooming, sextortion, the sexualization of children, and any content or behavior that endangers a child. This applies to every part of Pigeon, including private messages, bottle messages, profile information, photos, and any other user-generated content.

Any account found engaging in these behaviors is removed, the content is preserved for investigation, and reports are made to the appropriate authorities as required by law, including the National Center for Missing & Exploited Children (NCMEC).

2. Age requirements

Pigeon is intended only for users who are at least 18 years old. Accounts known or believed to belong to a person under 18 are removed. Anyone under 18 is considered a child for the purposes of these standards, regardless of local age of majority.

3. Prevention measures

  • Clear community rules that prohibit CSAE content and behavior.
  • In-app reporting on messages, bottle messages, and user profiles.
  • Blocking tools so users can stop unwanted contact at any time.
  • Privacy controls including discoverability and distance-visibility settings.
  • Moderation review of reports against profiles, content, and messages.
  • Account suspension and banning for users who violate child safety rules.
  • Preservation of evidence required for investigations and legal reporting.

4. Reporting CSAE content or behavior

If you encounter content or behavior on Pigeon that involves child sexual abuse or exploitation, please report it immediately using the in-app report option on the message, bottle, or profile. Reports are reviewed by Pigeon's moderation team and prioritized for action.

If a child is in immediate danger, contact your local emergency services first. In the United States, suspected child exploitation can also be reported to the NCMEC CyberTipline at report.cybertip.org (opens in a new tab) or by phone at 1-800-843-5678. Outside the United States, reports can be made through INHOPE (opens in a new tab), which lists hotlines in many countries.

5. Response and enforcement

When Pigeon receives a report or otherwise becomes aware of suspected CSAE activity, we:

  • Review the report and any related content as soon as possible.
  • Remove violating content from the service.
  • Suspend or permanently ban accounts involved in violations.
  • Preserve relevant data needed for investigations and legal compliance.
  • Report apparent CSAM to NCMEC and cooperate with law enforcement as required by law.

6. Designated child safety contact

To report child safety concerns directly to Pigeon, contact us at [email protected]. For content or behavior within the app, please also use the in-app reporting tools. For urgent reports of child exploitation, contact the authorities or hotlines listed above.

7. Compliance

Pigeon complies with applicable child safety laws in the regions where the app is available, including reporting obligations to the National Center for Missing & Exploited Children (NCMEC) in the United States, and cooperates with valid legal requests from law enforcement investigating child exploitation.

Pigeon reviews these child safety standards regularly and updates this page as the service, applicable laws, and best practices evolve.
